EU Tech Sovereignty Package: SGI Europe calls for a digital transition rooted in operational and sustainable reality

On Wednesday 3rd June 2026, the European Commission presented its Tech Sovereignty Package, including the Cloud and AI Development Act (CADA) and the Energy Digitalisation Roadmap. While welcoming the objectives of the strategy, SGI Europe stresses that true digital sovereignty must be anchored in structural resilience, multi-dimensional security, and practical operational realities to safeguard societal continuity in line with European values.

Reacting to the package, Valeria Ronzitti, SGI Europe General Secretary, commented:

“The ambitious expansion of Europe’s digital capacity must be built on a foundation of long-term planning and risk prevention. For SGI providers, we must embed structural resilience into EU policy from the outset through the 'Preparedness by Design' principle to ensure that critical infrastructure can withstand multi-dimensional disruptions while seamlessly meeting emerging demand."

"We should avoid looking at digital infrastructure in isolation. Its scale and development must be tightly synchronised with the resilience of our utility networks. All provisions for developing sustainable Tech Sovereignty must fully respect the Water Framework Directive and the core recommendations of the EU Water Resilience Strategy. To achieve genuine sustainability across both energy and water ecosystems, long-term planning and sustainable resource management must explicitly integrate better grid connections, stable power supply, and smarter waste heat recovery as well as circular water loops and wastewater impacts. We must address these requirements from the initial planning phase to protect these highly water- and energy-intensive assets."

"To foster local innovation and ensure a fair competitive landscape against global hyperscalers, local SGI providers need a stable framework that simplifies procedures, safeguards small municipal data centres from disproportionate costs, and actively incentivises the development of a sovereign European cloud."
